If this had been earlier in the month I'd have suggested one of the West Country illuminated carnivals, which have a long tradition of lots of bright lights. But the last one on the circuit was (i) several weeks ago and (ii) in Weston-super-Mare, which certainly isn't one of the most beautiful parts of the country.

It's fair to say that the "City of Lights" festival in Truro is not very old per se (it's in its 10th year) but the idea of "lantern festivals" and celebrations in this weird and wonderful part of the country which include "light" go back a long way (Lowender Peran / Tom Bawcock's Eve etc), often mixed up with Celt-Pagan-type things and are very popular still.
As for the Booker Prize...not quite sure where that fits in.
